Advanced Drainage Systems (ADS), the pipe manufacturer, issued a formal engineer's letter: culverts on the project were installed with less than minimum cover, voiding the warranty. The Road Commission's own published brochure requires “sufficient cover over culvert” and says “Do not fill any ditches!” — the community's documentation keeps growing.
